Mais dans un contexte budg\u00e9taire contraint, encore faut-il identifier les leviers d\u2019une r\u00e9elle attractivit\u00e9 de ces modes de d\u00e9placement.<\/p><p>Dans quelques agglom\u00e9rations pionni\u00e8res, la gratuit\u00e9 des transports publics a commenc\u00e9 \u00e0 s\u2019imposer. \u00c0 quelles conditions\u00a0? Est-ce vraiment compatible avec le \u00ab\u00a0choc d\u2019offre\u00a0\u00bb souhait\u00e9 par l\u2019<a href=\"https:\/\/www.utp.fr\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Union des Transports Publics<\/a>\u00a0? Ses principales sources de financement proviennent\u00a0<strong>des budgets publics, des recettes fiscales et d\u2019autres sources de financement gouvernementales.<\/strong><\/p><p>Aujourd\u2019hui le sujet s\u2019impose dans le d\u00e9bat public en France. Depuis d\u00e9cembre dernier, les r\u00e9sidents de la M\u00e9tropole de\u00a0<strong>Montpellier<\/strong>\u00a0en b\u00e9n\u00e9ficient \u00e0 leur tour. Cette transformation du mod\u00e8le a suscit\u00e9 de nombreuses r\u00e9actions politiques \u00e0 l\u2019\u00e9chelle nationale et donn\u00e9 une nouvelle dimension au sujet de la gratuit\u00e9 des transports publics. Aujourd\u2019hui le mod\u00e8le de la gratuit\u00e9, qui peut \u00eatre totale ou sur crit\u00e8re (lieu de r\u00e9sidence, \u00e2ge, etc.) selon le choix opt\u00e9 par la m\u00e9tropole concern\u00e9e, s\u2019est impos\u00e9 dans\u00a0<strong>une dizaine d\u2019agglom\u00e9rations de plus de 100\u00a0000 habitants.<\/strong><\/p><p>Depuis\u00a0<strong>Dunkerque<\/strong>\u00a0en 2018, d\u2019autres ont suivi. Alors, bonne ou mauvaise id\u00e9e ? Celle-ci se base essentiellement sur un\u00a0<strong>scepticisme \u00e0 l\u2019\u00e9gard d\u2019un mod\u00e8le jug\u00e9 peu soutenable et difficile \u00e0 financer<\/strong>\u00a0pour maintenir un haut niveau de performance des services fournis. Par ailleurs, force est de constater qu\u2019\u00e0 plusieurs \u00e9gards, la v\u00e9ritable attente des clients pose sur\u00a0<strong>la qualit\u00e9 de service, davantage que sur la gratuit\u00e9.<\/strong><\/p><p>Ainsi, est-il vraiment n\u00e9cessaire de financer la mise en \u0153uvre d\u2019une gratuit\u00e9 qui ne correspond pas \u00e0 une attente r\u00e9elle des usagers\u00a0? Comment assurer le financement de celle-ci dans la dur\u00e9e<strong>\u00a0sans d\u00e9grader d\u2019autres services publics<\/strong>\u00a0? Comment financer les\u00a0<strong>modernisations et extensions de r\u00e9seau<\/strong>\u00a0de transport public en l\u2019absence de ces recettes\u00a0? Comment financer l\u2019<strong>augmentation d\u2019offre n\u00e9cessaire<\/strong>\u00a0pour garantir un haut niveau de service\u00a0?<\/p><p>\u00a0<\/p><\/div><\/div><\/div><\/div><\/div><\/div><hr \/><p>L\u2019\u00e9conomiste Yves Crozet affirme en 2023 dans Le Monde que le niveau de service pr\u00e9vaut sur la gratuit\u00e9. Par la suite, la mise en place d\u2019outils permettant d\u2019observer les niveaux de fr\u00e9quentation\u00a0<em>(ex : cellule de comptage, capteurs, etc.)<\/em>\u00a0est indispensable pour ajuster l\u2019offre de transport en fonction de la demande et \u00e9viter un effet d\u00e9ceptif. Des mesures pr\u00e9ventives pour lutter contre les incivilit\u00e9s\u00a0<em>(ex : vid\u00e9osurveillance, pr\u00e9sence d\u2019agents de s\u00e9curit\u00e9)\u00a0<\/em>seront n\u00e9cessaires dans le but de garantir une qualit\u00e9 de service \u00e0 la hauteur des attentes des usagers, la gratuit\u00e9 facilitant l\u2019acc\u00e8s de tous au r\u00e9seau, et donc aussi \u00e0 des personnes malveillantes.<\/p><\/div><\/div><div class=\"vc_empty_space\">\u00a0<\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><h5><strong>\u00c9conomique<\/strong><\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>Une \u00e9valuation des co\u00fbts financiers relatifs \u00e0 la perte de revenus issus des titres de transport est indispensable afin de\u00a0<strong>d\u00e9terminer le niveau de soutenabilit\u00e9 du mod\u00e8le \u00e9conomique envisag\u00e9.<\/strong>\u00a0Cette perte de revenus s\u2019accompagnera d\u2019une \u00e9volution du mod\u00e8le fiscal\u00a0<em>(ex : perte de d\u00e9duction de TVA)\u00a0<\/em>et devra \u00eatre compens\u00e9e par de potentielles sources de financement alternatives\u00a0<em>(ex : partenariat public-priv\u00e9, augmentation de la taxe fonci\u00e8re, augmentation de la participation des entreprises avec le versement mobilit\u00e9, etc.)<\/em>. Une vision \u00e0 moyen terme avec les investissements \u00e0 r\u00e9aliser dans les prochaines ann\u00e9es pour l\u2019entretien, la modernisation voire l\u2019extension du r\u00e9seau est indispensable pour garantir la soutenabilit\u00e9 du mod\u00e8le dans la dur\u00e9e (<em>c\u2019est souvent sur ce point que les principales agglom\u00e9rations renoncent au choix de la gratuit\u00e9)<\/em>. Par ailleurs,<strong>\u00a0l\u2019anticipation du co\u00fbt financier d\u2019une augmentation de l\u2019offre<\/strong>\u00a0en r\u00e9ponse \u00e0 une potentielle hausse de la demande est un \u00e9l\u00e9ment cl\u00e9 \u00e9galement \u00e0 prendre en consid\u00e9ration pour que le mod\u00e8le mis en place soit robuste et porte ses fruits dans la dur\u00e9e.<\/p><\/div><\/div><div class=\"vc_empty_space\">\u00a0<\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><h5><strong>Contractuel<\/strong><\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>La contractualisation et la d\u00e9finition des responsabilit\u00e9s des parties prenantes du projet\u00a0<em>(ex\u00a0: Autorit\u00e9 Organisatrice des Mobilit\u00e9s, op\u00e9rateur de transport, gestionnaire d\u2019infrastructures, entreprises intervenant sur le r\u00e9seau, etc.)\u00a0<\/em>est la premi\u00e8re chose \u00e0 effectuer. Par la suite, la\u00a0<strong>mise en place d\u2019indicateurs de suivi permettant d\u2019\u00e9valuer les impacts<\/strong>\u00a0est indispensable de mani\u00e8re \u00e0 r\u00e9agir rapidement et apporter si n\u00e9cessaire les ajustements utiles\u00a0<em>(ex : mesure de la r\u00e9gularit\u00e9 \/ ponctualit\u00e9 et de la qualit\u00e9 de service)<\/em>. En l\u2019absence d\u2019incitations sur les recettes de la part des voyageurs, d\u2019autres formes d\u2019incitations financi\u00e8res pourront \u00eatre explor\u00e9es pour encourager les op\u00e9rateurs de transports \u00e0 attirer de nouveaux voyageurs, notamment en les\u00a0<strong>r\u00e9mun\u00e9rant sur la r\u00e9alisation de l\u2019offre et la qualit\u00e9 de service.<\/strong><\/p><\/div><\/div><div class=\"vc_empty_space\">\u00a0<\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><h5><strong>Pilotage &amp; Communication<\/strong><\/h5><\/div><\/div><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>La mise en place d\u2019une large campagne de communication est \u00e9videmment indispensable mais doit \u00eatre coordonn\u00e9e avec\u00a0<strong>le plan de mise en \u0153uvre qui d\u00e9termine les grandes \u00e9tapes du projet<\/strong>, notamment lors d\u2019un passage progressif \u00e0 la gratuit\u00e9.
